Help cant make myself admin on my dedicated server

hey so i downloaded cs 1.6 from this website and when i try to make myself admin on my own server i get no access i follow all the steps ive redownloaded cs many times over again i still cant find the problem, after ive followed the steps i type amxmodmenu it says unknown command,
please help would appreciate it

i went to the first link u sent i downloaded "AMX Mod X Full Installer" then when i try to install it to steam dedicated server it says "you havent used dedicated server yet. please start it once before installing amx mod x"..... i know how to make myself admin the part is im probably downloading something wrong so please explain to me step by step on how to download and what to download in the link i can see theres diffrent options i can download would appreciate if u explain step by step the second link u sent isnt needed i know how that works, thanks for your time man
