Help CSGO wont launch after recent update 1.37.1.4fix1

Guys I update my csgo but if wont launch. I open my task manger and it was visible for few seconds and then disappear and no error has been reported. But when I launch it directly from the folder without launcher it gives me fatal error of Failed to connect with Steam Client process but I have both files of steamclient.dll present in main root directory and one is in Steam folder. Help me guys. And yeah when I play old versions of the game it runs fine but after update every time it gives me fatal error. Any one here for help cause this update is mess my game.

Anyone having the same problem is to reinstall your windows. That's the last option to fix this.
