Means you use wh or cvar unlocker that allows you to use sv_cheats command and etc.. which is equal to cheating

Check Valve employee reply in this thread
remove -process cheap from ur launcher
it was helping before , but they patched it and now the command is causing more problems than fixes

r_drawbeams defualt value should be always 1
your game bypassing this value
you have any program to increase fps ?
if yes delete it as well
check your backround programs as well
like cheat engine if u have for example. etc.. etc..
