Help Steam Validation Rejected

I can't play anything besides offline using the "sv_lan" parameter, when I don't have that enabled anything I try to launch in the game I just get the error above, I've tried deleting the steamappid txt file and changing from UDP to both and verifying my files with AV/Firewall disabled, are there any suggestions? Using win 11 by the way if that makes a difference
