Failed to join game on my own dedicated server

HI,

i saw that the dedicated is delivered with the warzone client. I launched the server on my localhost and I could not connect to it even locally. It says "Joining game" and after a few secs "Failed to join game". Is it because it my server refuses non-steam clients? If so how to allow that?
 
sv_lan 1

also u need to install metamod and sourcemod and make sv_lan 1
