Help I need a real solution, not the typical "I have the same problem"

The game simply does not start, nor disabling the firewall or any antivirus including windows defend, nor verifying the game and reinstalling it multiple times.

Please don't even use running it in -safe, it just doesn't start, this process (I checked it by looking at the task manager) and then it closes suddenly and this not only happens with CS:GO, but also with CS:S I end up formatting my machine and with everything and that doesn't work, my computer is
4GB of ram ddr2
Nvidia Geforce gt 740
Motherboard asus p5q pro
OS:Windows 7 32-bit

It doesn't work by restarting or verifying it, it just doesn't start, it just starts the process and then closes.
 
1:Make Sure Your Graphics Card Driver is Up-to Date.

That doesn't work, I've already overcame that, all my drivers are updated and I've already reinstalled the game more than once.
