run the launcher as administrator
Press Verify
then Play
it should be fixed.
If you have Steam App working in the background it causes this as well
delete it.

remove you launch commands then put these:
-steam -silent -novid -high -console -maxdownloadfilesizemb 500 +cl_forcepreload 1 -nod3d9ex1
-steam -silent -novid -high -console -maxdownloadfilesizemb 500 +cl_forcepreload 1 -nod3d9ex1
