You probably have antivirus installed in your computer.You can search on how to exclude a folder.Once you exclude the csgo folder disable your antivirus,go to your antivirus program and recover the loader.exe file.There may be even more files which are quarantined.You may find those files in quarantine backup.Which antivirus do you have?
