Help Low Resolution And Low Fps

I recently downloaded CS 1.6 again after a long time i tried to play on a low res and i cant because i get 15-20fps 20 is the max i made the resolution 1280x720 i get 40 fps idk what is happening but if you know how to fix that please kindly reply to this thread.Thanks
