Help No skins in offline

I have version 1.36.4.9 of Warzone CSGO which is the latest till now. When Playing offline without internet connection the skins doesn't show in games with bots, but when there is an internet connection the skins shows. Is this ok or do I have a problem?

But I remember in older versions the skins shows when playing with bots even if there no internet connections.
